Scientists, Researchers Plan Protests Against Trump Administration's Research Funding Cuts

Created: JANUARY 24, 2025

Researchers and academics are mobilizing against President Trump's proposed cuts to administrative and facilities costs associated with federally funded research projects. A "National Day of Action" is scheduled, with protests planned outside the Department of Health and Human Services (HHS) building and various universities nationwide on Wednesday, February 19th. This follows previous demonstrations, including one where protesters locked arms and chanted outside the HHS building.

The president's aim to limit these costs to 15% of the research budget has drawn bipartisan criticism, with concerns raised about the potential impact on America's research leadership. While much of the initial backlash occurred online and in media reports, it is now translating into physical demonstrations.

Organizers of the protests are urging scientists, clinicians, researchers, academics, and their supporters to participate. They are demanding a reversal of the proposed cuts and restrictions, arguing that they hinder vital research, impede the development of treatments and cures, and threaten the nation's standing in the global scientific community.

Union members from institutions like Johns Hopkins, George Washington University, and the University of Maryland are expected to participate, with additional protests anticipated at other universities, including Rutgers, the University of Washington, Oregon Health & Science University, and the University of Illinois – Chicago. A toolkit for demonstrators encourages protests outside congressional offices and at public appearances by legislators, providing guidance on messaging and documentation of the events.

The Metropolitan Police Department, while not disclosing specific security plans, affirmed its commitment to safeguarding both public safety and the right to peaceful protest. Currently, there are no known threats to the D.C. area.

A federal judge recently issued a temporary restraining order against President Trump's directive, pausing its implementation nationwide. A hearing is scheduled for later this month. Newly confirmed HHS Secretary Robert F. Kennedy Jr. shared an NIH post highlighting potential cost savings under the new spending limit, suggesting possible support for the president’s proposal.

Beyond the planned "National Day of Action," a "Stand Up For Science 2025" protest is scheduled for early March, and a broader movement aims to organize demonstrations in state capitals across the country on Presidents Day.
