Washington State Considers Speed-Limiting Devices for Repeat Speeding Offenders

Washington state legislators are considering a bill that would mandate speed-limiting devices for drivers with a history of speeding. Introduced in response to a rise in speed-related fatalities, House Bill 1596 proposes the installation of "intelligent speed assistance devices" in the vehicles of certain drivers. These devices utilize GPS technology to restrict vehicle speed, although drivers would be permitted to exceed the limit up to three times per month.

The proposed legislation outlines several scenarios where drivers would be required to have the device installed. This includes individuals with a newly established restricted license, similar to the use of ignition interlock devices for those with DUI convictions. Drivers on probation following license suspension for racing or excessive speeding (defined as exceeding the limit by at least 20 mph) would also be subject to the requirement. Additionally, courts could order the installation of these devices.

Proponents of the bill, such as Democratic state Rep. Mari Leavitt, argue that it addresses a critical safety issue. Data from the Washington Traffic Safety Commission reveals that speeding was a factor in one-third of the state's fatal crashes in 2023, with an upward trend since 2019. Shelly Baldwin from the commission testified that tickets issued for exceeding the speed limit by over 50 mph have increased by 200% between 2019 and 2024.

However, concerns have been raised about the effectiveness of the bill. Republican state Rep. Gloria Mendoza questioned whether allowing speeders to continue driving, even with a speed-limiting device, truly enhances safety. Leavitt countered that the goal is to enable drivers to operate their vehicles legally and safely, arguing that the devices prevent excessive speeding and ultimately save lives.

The bill is currently under review by the House Transportation Committee and has not yet been scheduled for a vote.
