Wyoming College Student Reaches Plea Deal in Abortion Clinic Arson Case

Created: JANUARY 27, 2025

Lorna Roxanne Green, a 22-year-old college student, has reached a plea agreement with federal prosecutors in connection with the arson of Wyoming's sole full-service abortion clinic. While the specifics of the agreement await judicial approval and remain undisclosed, this development potentially averts a trial that was slated for July 24th. Green had previously entered a not-guilty plea to the arson charge, which carries a maximum penalty of 20 years imprisonment and a $250,000 fine.

Green's legal representative, Ryan Semerad, declined to offer any commentary on the plea deal, and attempts to reach federal prosecutors for a statement were unsuccessful. Court documents indicate Green confessed to investigators, citing her opposition to abortion and explaining that anxiety, including nightmares about the Wellspring Health Access clinic, motivated her actions. She allegedly admitted to igniting the fire by breaking a window at the clinic and using gasoline-filled baking pans on May 25, 2022. The clinic's opening was delayed by several months due to the fire damage.

Surveillance footage captured a masked individual within the clinic building, but Green's arrest didn't occur until March, following an increased reward offer and subsequent tips identifying her as a potential suspect. Wellspring Health Access represents Wyoming's only dedicated facility offering surgical abortions in at least a decade, in addition to providing medication abortions and women’s health services. Previously, medication abortions were accessible only at a women’s health center in Jackson, approximately 250 miles away.

While abortion remains legal in Wyoming, recent legislative efforts have sought to restrict access, with a ban enacted except in cases of rape or incest reported to law enforcement, or when the mother's life is at risk. This ban is currently suspended pending legal challenges. Furthermore, Wyoming became the first state to specifically prohibit abortion pills, although this ban is also on hold due to legal action.
