California Governor Gavin Newsom is reportedly evaluating a strategy to assist undocumented immigrants and their families who might be affected by President-elect Trump's proposed deportation policies. A draft plan, obtained by POLITICO and titled "Immigrant Support Network Concept," suggests establishing regional centers to link at-risk individuals and their families with resources such as legal aid, educational institutions, labor organizations, and local government agencies.

The California Department of Social Services confirmed the draft's existence but clarified that it's an internal document under consideration and not a finalized proposal. It represents one of several strategies California is exploring in anticipation of a second Trump administration. Following Trump's election, Newsom convened a special legislative session and discussed a $25 million legal defense fund aimed at mitigating potential impacts of federal policies.
State legislators are also pursuing additional funding. Senator Scott Wiener has introduced legislation seeking $60 million, which would include resources for an immigrant detention representation and coordination program.

Under the proposed plan, the California Department of Social Services would allocate state funds to qualified non-profit organizations and manage administrative tasks for these support centers. The draft doesn't specify the required funding but indicates it would cover community outreach, partnerships, legal services staffing, and administrative expenses related to the centers' operation.
This initiative comes as California grapples with a substantial budget deficit, although recent revenue reports suggest a more balanced outlook than initially projected. The state Finance Department reported November revenues slightly below forecast, but overall revenues for the fiscal year remain significantly above projections. The administration is working with the legislature to finalize a funding proposal for the special session, expected to be signed into law before January 20, 2025.
